I believe that's true whether you're connecting via TCP/IP or SNA (but with SNA, some licensing code comes into play). Stated another way, you can connect to any AS/400 using CA/400 via TCP/IP (whether CA exists on it or not), and I believe you can do this via SNA also (license issues notwithstanding).
