That is correct.  The code ?F'A,XYINTRAP'? retrieves the current number of
active records from file XYINTRAP.  That is used because the file XYADROUT
is built on the fly.   The RECORDS definition states how much space to
reserve on the disk.  In your case, the file was empty.  The LABEL-XYADROUT
definition states to use file XYADROUT, instead of file OUTPUT.  This works
exactly like the OVRDBF command in CL.  The RETAIN-J states to delete this
file when the OCL job ends.

This looks like a S/36 OCL procedure.  If that is the case, the book you are
looking for is: System/36 Environment Reference (QBJAUR00).  The chapter on
OCL statements will explain the FILE, RUN and LOAD statements.
