You're looking at S/36 environment OCL.  A real blast from the past.  The
object of this OCL statement is to create a temporary file with the capacity
to hold the same number of records as XYINTRAP currently holds.  The
question marks delimit a parameter, the F means "file" the A means "actual
record count".

Check the System/36 Environment Reference for details on OCL statements.
