What does the statement "the network keeps dropping our machine" mean?
What are the symptoms?  I've seen instances where people attempted to use
a "stolen" IP address, that now happens to match the address of another
host on the network, and that will definitely cause problems.  If you've
been given a new IP address and it frequently (but not always) works, I'd
definitely look into that possibility.

If the problem is that certain PCs can reach your AS/400 while certain
others cannot, then someone should look into the hosts (or lmhosts) file
on the clients trying to connect.  Possibly, some are using hardcoded IP
addresses in those files, which of course won't work any longer.

If the AS/400 is on the same subnet as other systems that have no problem,
I'd bet on the "sharing IP address" problem, though.  ARP information can
be used to determine who the sharer is, or you can switch to another IP
address and see if the problem goes away.  If the AS/400 is not the only
device on the subnet that is failing (in fact, the whole subnet is
failing) then this would probably be a router/gateway configuration
problem.

Bottom line: it depends on the symptoms.  "It doesn't work," the most
frequently used complaint I have been faced with, has never yet---in 25
years---led me to a solution.
