Are you using Netware for SAA as your gateway to the AS/400? NWSAA had, some years ago when I stopped using it, a problem in that it didn't notify the AS/400 that the connection was lost. It turned out, if I remember correctly, that this was due to Microsoft Windows' lack of ability to properly handle synchronous communications. The best solution I found, was to go with TCP/IP and eliminate the SAA servers altogether.
