Indeed, any printer that spits out the pages face up should produce the desired
result. Unfortunately this tends to be at the dirt cheap end of the market and
these printers are unlikely to support duplex, which is part of the requirement.
Certainly I don't know of an inkjet printer that can do duplex in one pass.

I believe stack reversing machines exist, but I've no idea of the price. In
principle they're extremely simple to build. How about this as a slightly
risible but practical solution? Buy a really cheap (possibly used) inkjet
printer with a decent sized input hopper or sheet feeder. Create a document in
MS Word, or whatever, that contains nothing but page breaks. Print your bills on
your duplex printer then load them into the cheapo. Print the Word document, and
voila - instant stack reversal. Maybe take out the ink cartridge just to be on
the safe side. It's a bit Heath Robinson but it's cheap and it should work.
