Hello:

It appears that your problem is that you also ordered client access console
with the twinax controller. The result is that DSP01 is not the "true
system console".

QSECOFR can signon to the true system console even if STATUS(*DISABLED) and
QLMTSECOFR is set to '1'. Therefore, DSP01 is not your true console.

Couple of things to do...do a DSPHDWRSC *AHW to confirm that you have the
client access console feature with the twinax addon.

        If the above is the case, you may have to have a PC attached using 
CA/400
for a console.
        IPL manual, see if you can get a console...change QLMTSECOFR to '0'.

Either way, you must be able to access the AS/400 from a console...
