QSYSARB is one of the basic treads in the system activity. Try to look in
the job msgq to get an idea of what it is dooing. Here are the first ones
from current IPL of my box:

Objekt QSWMSGRPY af type *MSGQ er oprettet i bibliotek QSYS. 
('Oprettet'='Created')    
Vary on completed for controller CTL02.                           
Vary on completed for device DSP02.                               
Vary on completed for line EZETH1.                                
Line LANLINE vary on failed.                                      

When you don't even have a subsystem to run the IPL-proces you have to
let it run under SOMEONES control. That's the system arbiter. You find
more info in 2'nd level text (why don't folks do that?): 
Meddelelse  . . :   Internal operating system error in arbiter job.      
    
Cause . . . . . :   An unexpected error occurred in a system arbiter or  
    
  communications arbiter job (QSYSARB or QCMNARBnn), which performs
system    
  tasks such as sign on processing, controlling communications, and
subsystem 
  startup.    
Recovery  . . . :   Display message details (F9) to determine the job
which   
  sent the message, then use the Work with Job (WRKJOB) command to
display the
  job log for the arbiter job (QSYSARB or QCMNARBnn) and look for and
follow  
  any recovery of messages that further define the error. Report the
problem  
  (ANZPRB command).
