Message . . . . :   Internal operating system error in QSYSARB job.

Cause . . . . . :   An unexpected error occurred in the system arbiter job

  (QSYSARB), which performs system tasks such as sign on processing and

  subsystem startup.

Recovery  . . . :   Use the Work with Job (WRKJOB) command to display the
job 
  log for the QSYSARB job and look for and follow any recovery of messages

  that further define the error. Report the problem (ANZPRB command).

Technical description . . . . . . . . :   Problem in QSYSARB job.
