In typical in-depth technical writing, my version of the SNA Sense Code manual says the following:

1003         "Function Not Supported:  The function requested is not supported.  The function may
        have been specified by a formatted request code, a field in an RU, or a control
        character".

        0000        No Specific code applies.

My question is this.  Why did the developers of SNA even bother coding for this error.  It seems
like a 10030000 is a generic "we can't really tell what the heck is wrong, but it's not working so we'll
spit out this error".

Sorry to be of no greater assistance.
