You've done good so far.  And by your mastery of the terminology, NAMEFMT 
and / and QSYS.LIB, it sounds like you're know what your talking about.  I 
think the hang up is the curlibout.  I think it really wants a library.  
400 ftp is picky in that you sometimes have to log off and back on again 
to change NAMEFMT's.  If I am going to be working with directories, I 
always do the cd /mydirectory first.

OK, I have my user exit programs in place but now I can only get the
anonymous ftp to hit NAMEFMT 0 files.  Which is the QSYS.LIB type of files.
The files I need for the users to download are /(root) or /QDLS files (pc
type .EXE files). 
I have a URL that is ftp://anonymous:lurton@hostas400/
<ftp://anonymous:lurton@hostas400/>  and it gives me the library PUBLIC
which is specified in the logon exit program.  I tried to change the
curlibout in the exit program to '/    ' or '/folder  ' but then I get an
error that says couldn't find the directory.
I have looked through the red book and I appear to be stuck.
