In short you would need to run a remote command daemon on the PC to allow
remote commands to be processed.  I have done this between AS400s and UNIX
and it works well, however I don't have any specific info on a remote
command daemon for Windows or DOS.  An other alternate would be install an
FTP server on the PC.  Most FTP servers allow you to in some way initiate a
remote call.  In the case of a PC starting an AS400 command or program the
FTP subcommand is QUOTE RCMD   xxxxxxxxx.
I know this is not very specific info, but perhaps it may point you in the
right direction.
