Some proxy servers (I am familiar with Win Proxy: NO affiliation) allow you
to Telnet thru it.  Usually you telnet to the proxy server and then the
proxy server will ask you the host name or IP address you wish to connect
thru on the Internet (or external side of the network).  Our proxy server
also allows us to map outbound ports so we can map an external IP address
(such as a clients AS400) and port if required to a port number on our proxy
server.  Then we just telnet to the proxy server and the port we have
assigned for redirect to the Internet and it works great.
