The Message File APIs are documented in the System API Reference
OS/400 Message Handling APIs.  The document number is SC41-5862-02.  
They allow you to manipulate and retrieve information about message files 
and message descriptions.  The APIs themselves are qmhrtvm and 
qmhrmfat which are programs contained in QSYS.  There may be others, 
but those are the two I have used.
