FTP - sending files from QSYS.LIB, missing carriage return.

I thought that if a file in the QSYS.LIB file system had a CCSID of 37
then it would have the CR and LF on the Novell Server when I FTP them.

Question:
What is needed to get a externally described, with dds, physical file from
the
AS/400 to the PC?
Is it a setting on FTP?  an CCSID? a user profile difference?

Since I cannot get it to work anymore (if I knew what it did to break it I
would
fix it!!)  I am taking the file to the IFS and then to the PC.

to be more specific, the procedure that was working was as follows:

from a batch job on the 400
call an rpg program to write records to file FSONSO

FTP 192.xxx.xxx.xxx (the Novell server)
within the input script:
cd /vol1/test/
get FSONSO.dat prodlib/FSONSOCPY
syscmd  cpyf prodlib/fsonsocpy prodlib/fsonso *add
put prodlib/fsonso FSONSO.dat
end ftp script

the file on the network will have records in it.  those records are uploaded
to the
AS400 and then added to the records created into the FSONSO file and then
downloaded again.
