That was a good thought, I started to run it down but right away saw these two
lines in the Security Ref manual:


> ° The authority holder is associated with a specific file and library. It has 
>the same name as the file.

> ° Authority holders can be used only for program-described database files and 
>logical files created in the S/36 environment.
>

So Authority Holders only work for database files   :(
