Modules on CRTPGM/CRTBNDRPG

The only way you can bind modules on the CRTBNDRPG command is by use of
a binding directory, but does anyone know of a specific reason
that OS/400 allows you to enter individual modules on the CRTPGM command
but not on the CRTBNDRPG command? , it would be nice if you could
specify your modules on CRTBNDRPG without the use of a binding
directory.
