No.  See the Dec '98 Street Talk column of News/400, which lists four
vendors for creating CD images:

 Bradenmark (www.bradenmark.com); now Centerfield Technology
 Mid-Comp CDMaster (www.midcomp.com.au)
 Bug Busters CD Builder (www.bugbusters.net)
 Bavarian Consulting CD/IT (www.bavarian-cons.com)

Last December, the CD/IT software was free "for now", although the
price is now listed as $100.  And Bug Busters last year was "pay what
you will" with a suggested price of $575 and minimum of $1, but now I
think the price is a flat $575 as far as I can tell from the web site.
I think the Mid-Comp product is about $200.
