Yes - 

You can track this information via the system audit journal (QAUDJRN)

Here is and example of a query I run every morning (DSPAUDJRNE cmd) to see
which system values have changed:

QUERY NAME . . . . . QSECSV
LIBRARY NAME . . . . QSYS
FILE         LIBRARY      MEMBER       FORMAT
