This is really weird. 

The situation:
BOGPF was distributed from a V3R6 with a target of V3R1.
Target AS/400 is on V3R2.
Library BOGPF is being restored as PTFGP. PTFGP library does not exit
prior to restore.

The problem:
Some of the files are note restored.
If the RSTLIB is re-run, different files are affected.
Here's a joblog of the failure to LCONFIG1, a logical based on the
physical named PCONFIG. The file PCONFIG restores normally. Since the
library is being restored as a different name, a message CPF3291 is
generated.
