 This quote is from V3R2 work management (the oldest on the web):

"All user profiles will have special authorities granted or revoked based on
their user class when changing from a security level 10 or 20 system to security
level 30 or higher."

 If my memory works correctly this has always been true.  The manual
specifically states that an UNATENDED IPL is required, also note the phrase
'based on user class' as I mentioned in a previous post.
