In most cases, the companies dont have any strict control over creating new objects. But, I have seen synon shops which do "code reviews" bofore promoting pgms into the production environment. The code reviewer is supposed to make sure every new object created has a valid purpose. But I strongly believe that the programmers themselves have to assume more responsibility in this issue. I also belive this comes with experience. Usualyy the newer/younger programmer are more interested in cranking out more code faster - they dont like to spend that extra bit of time searching for existing objects.
