You might want to check out Save Output Queue at:
http://www.genericsoftware.com/html/save_output_queue.htm
It looks like it will easily do everything you need and it's only $599
per AS/400 which is pretty reasonable.
I've never used the product and am not connected with them but they say
its installed in over 1200 sites.
