This is simply not true.
During configuration CA/400 will always try to resolve supplied name via
DNS. If this will fail - only then CA/400 will suggest to add an entry to
HOSTS file.
During normal connection setup it will hand over whatever hostname it has
to TCP/IP stack.
Depending on stack one has (and its settings), it - stack - can go to HOSTS
file first. At this moment one is going to have a problem if system was set
in HOSTS file and then IP address was changed.
I am surprised you have any problems with this. There are sometimes
problems of opposite kind - when IP address known to DNS is not valid for
some reason - then it is difficult to make CA/400 to ignore DNS and use
HOSTS file instead.

I'll never understand why CA/400 developers just don't rely on DNS to
resolve IP addresses. Every other IP based program I run will resolve an IP
address via DNS. CA/400 always relies on a HOSTS file on the PC. If the
system name changes or we add another system we have to touch the HOSTS
files on ALL of our PC's before CA/400 will work....
