Way I figure it, if they can log in, they're probably hitting the 400.  It's 
probably past the DNS by then.

Don't Look at me funny when I suggest this but have you checked to make sure
that this pc has a valid DNS Server.  FTP I believe tries to retrieve the
DNS name of the machine.  If the DNS is not working or not configured for
that machine I this it fails.
