Dennis,

Why not include a DSPTAP to print or outfile at the end of your backup so
that you can count the number of backup sets at your leisure the next
morning? If you want to be clever you could read back the DSPTAP output in
a program and send a message to the operator when the tape is getting full.
Or you could just use mark 1 eyeball.

Dean is right that you can't be certain exactly how much will go on a tape,
so you need to add a safety margin. Your current practice of changing the
tape after 15 sets when you know you can squeeze 18 in should take care of
that. Of course you need to keep an eye on things as the library slowly
grows.
