Somehow, I think the latter is more likely. Tape is a variable commodity in manufacture, just like textiles, business forms, or products that are injection molded. Despite the capacity rating on the cover of the finished product, what's inside invariably has a +/- 5-10% variance from the stated capacity. Even if you _could_ monitor progress against the stated capacity, it would only be correct for one out of a dozen or so tapes.
