That's fine. In my previous post I did say:

     The onus is on each installation to change the default
     themselves or make an informed decision not to.

You fall into the "informed decision" category. You've assessed the risks
and decided that the cost of changing the defaults outweighs the cost of
not changing them. Presumably you have that decision documented and can
justify it to any auditor looking to poach a soft goal.

The surprise is a little worrying, isn't it? It suggests that the CEs are
used to finding the defaults unchanged.
