Howard, If you re-read Jon's reply carefully I think you'll agree he could only have meant that the _code_sample_ did not have a USAGE clause, and therefore the data items were implicity USAGE DISPLAY. The answer was 100% correct. I think it's safe to assume that Jon is reasonably familiar with COBOL's usage of USAGE.
