We were in the same situation in March last year.  We either had to go
up to a S20 or drop the internal fax card.  I guess IBM still hasn't
figured that one out.

We use keyes fax - works with AS400 spoolfiles and PC files.  It does
not use an external fax server so it is cheaper (about $3000) It does
use the AS400 to convert spoolfiles. This works very well for us.  It
may not work for you if you have large volumes - 30 day eval is
available to test the load on the system.

It needs an available com port and an external fax modem (or the ECS
line if IBM gets the internet PTF procedure running).
