OK OK OK ... NEVER MIND! Egads... when i did the chgoutq it DID do exactly what it said... AUTO START... I did not need to do the strrmtwtr after I changed the outq... i ended the writer and restarted it using strrmtwtr and it started, and indicated that it started the writer i ended just fine... apparently when you change the auto start parameter in the outq it taks you seriously and starts the writer right then!
