Years ago, we actually _EXCEEDED_ 100% on a B10 running V2R1M0!  A developer
from another branch dropped by, started loading a huge tape, and then went
into a meeting without telling anyone to monitor QSYSOPR.  I seriously hope
that this can no longer be done, as it took us until we upgraded to an E10 to
finally quit having problems -- about six months later...
