THE limit is 100%.  There is a threshold value in System Service Tools (STRSST)
that  can be set by the user.  The recommended disk usage is based on
performance, maintaining seeks to < 2/3 of disk.  On systems with large amounts
of DASD (> 50GB) and many small files, I have successfully operated machines 
with
the threshold set at 97% and 98%.  Note I said successfully operated.  I did not
say efficiently.

The major consequence of exceeding the threshold, especially when it is set to a
low value, is that SNADS stops.  Of course, continuing to add "stuff" to the
system after the threshold is reached has other consequences, ranging from
sluggish systems to power off.
