Try this...

Open "My Computer", open "Dialup Networking", click on Connections, select
Settings, that should bring up a dialog box "Dial-Up Networking", select
"Don't prompt to use Dial-up Networking".

That *SHOULD* stop it from prompting to connect... but it will necessitate
that you initiate an internet connection manually.
