Rather than say "good for what?"  I'll say that it pretty much does 
anything VB 3.0 does in the real world.  Who's real world is another 
element open to interpretation.  I also think that the IDE needs some 
polish, but that's my heavily biased opinion.

Like any visual language, VaRPG generates PC executables.  So the answer is 
that it does indeed run on a PC without requiring any connection to an 
AS/400.  Most people who are using VaRPG are using it for client server 
stuff, so naturally they want a 400 connection when they run the 
executable.
