What you probably received, is a side-by-side system (feature code 0203? I
think).  This system has the LIC and BASE op system installed.  No QGPL and no
QUSRSYS.  This system is in a state to perform a CISC to RISC migration 
according
to the Road Map.  Of course, if you really wanted to, you could scratch and
re-install, or even GO LICPGM and complete the install and what you would have
then is a "bare" box.  No user objects.
