YESSSSS!!!  After messing with Arpeggio (which, to be fair, appears to be
misconfigured) for over an hour at my current client site, I went to the
MS/DOS window on a lark and tried FTP.  Surprise, it worked like a charm with
no FDF for a 1-2-3 spreadsheet saved in TXT format!  Two caveats -- FTP
returns a "normal" completion message even if you get kicked out due to
duplicate records over a file keyed unique.  Secondly, at a site that had
Arpeggio correctly configured, it wasn't exactly what you'd call intuitive.
