According to the configurator, the 2699 IOA is supported on a model 400.
It requires a 2629 LAN/WAN/Workstation IOP to plug into (similar to the old 
comm daughter IOA cards plugging into the 2623 6-line comm adapter).
V4R1 or higher is required to support the 2699 & 2629.

PPP requires V4R2 or higher and one of the three following adapters:
    2699 Two-line WAN IOA
    2720 PCI WAN/Twinaxial IOA
    2721 PCI Two-line WAN IOA

Someone else needs to tell us if the 2699 will work in the Model 400 (it
isn't PCI-capable, is it?)
