Doug,

The main reason for creating 3 'batch ' subsystems would be to manage the work 
in each differently, i.e. routing entries that control timeslice and job 
priority or maybe comm entries to allocate specific devices.  Otherwise, option 
B makes more sense.  Obviously there are more issues, but these would be the 
main reasons I would create different SBSD's.
