Well, I know for sure that there are some circumstances where you cannot remove a ptf if the save file isn't present. I had to sit for 2 hrs one night a year or so back while I re-downloaded a PTF just so I could get rid of the blasted thing. As I recall, the ptf was loaded and damaged, but not applied.
