Be very careful about the "not in use" part.  Be sure to use
a good cross reference product to verify that!  Further than
that, be aware that someone will forever be cursing you for
putting "customer credit class" in a field named "DELFLG"

No level check.  You can change text, column headings,
EDTCDE/EDTWRD, VALUES and so on without fear of CPF4131.

Yes, because you'll then be changing the way the I/O 
buffer looks to the HLL programs.
