I believe you're right that DEBUG was left out
partly because of the source debugger.  Also,
other language features were deemed more important
at the time.

A partial alternative to DEBUG is to use opcode
DSPLY.  DSPLY has an advantage over DEBUG in that
it can be used to change the value of a variable.

The DUMP opcode is still supported.
