Common problem. IBM made some changes. If you do a DSPFD on the file you are trying to download you will see a CCSID of 65535. This is the reason. Workaround is to create a new file with a new CCSID, preferably 37. Usable workaround is to do the following: 1. create a file in the Windows directory (in WINNT if on a NT workstation or Server). The file name must be CWBTFR.INI. 2. The file should have these two entries: Client Access Data Transfer ForceTranslation=1; 3. The entries in the file must be exactly as you see in option 2. A copy of the file can be found in the Client Access directory. The file is names CWBTFR.TXT. You must edit this file to set the options, rename it to CWBTFR.INI and place it in the Windows directory if you choose to use it. 4. Additional information on this can be found in the Service Pack ReadMe file 5. Reboot PC.
