I suspect someone is confusing POSIX threads with native threads.
CRTPTHPGM is used for POSIX threads as supported/provided in the Common
Programming APIs (CPA) Toolkit which has been around, in one form or
another, since V3R1.  CRTPTHPGM does not support TGTRLS in V4R2, nor
does it in V4R3.  And there are sufficient differences between the
various releases that TGTRLS probably won't be coming along anytime soon.
The lab has been encouraging most users of CPA to move to the native
interfaces as they become available in the base of OS/400.
