I do not know your particulars but when I wrote a socket program in Delphi
to FTP with our AS/400 I had to omit the verb QUOTE and just used the RCMD
to issue command to the AS/400.  Depending upon the server, NT might require
the Authenticate before utilizing the RCMD. 

QUOTE is not an actual command that is sent to the FTP server, it is just a
method  of telling RCMD to send the string following QUOTE to the FTP server
even though it  is not an "official" FTP command.
