You could try an ENDJOBABN but that may require an IPL as well.

I issued the ENDTCP command from DSP01 (system console). All TCP server
jobs in QSYSWRK subsystem ended normally. The only job left running in
QSYSWRK was QAPPCTCP (AnyNet). An hour later this was still the case,
QAPPCTCP was in an END state but hadn't actually died. I tried chgneta
alwanynet(*no) but nothing happened. At this point I needed DSP01 back so I
did a sysreq 2 to try ending the ENDTCP command. The next morning, DSP01
was still locked!
Eventually I had to do a manual IPL to get things going again....
