We have the Common Programming API's but no C compiler.  Other 
things use this.  For example IBM's handheld scanners/terminals.

 I loaded the AS/400 port of Perl onto a V3R2 machine but it doesn't run.
Says that QCPA is missing. Presumably this is the Common Programming API
Toolkit?? Do I need to obtain C-compiler for OS/400 to get this ?
