I am using this technique for FTPing EDI data.  

The trigger will fire on every record.  What I do is have a record type
and just watch for the trailer record type.  Once I see that, I _submit_
a job to process the data received.

The reason I submit the job is that the FTP job will lock the last
record while the trigger is fired.  So, by submitting the job, the FTP
job will finish and my program can process the records without a record
lock problem.
