Creating Document folders from a PC: Access denied? -- MIDRANGE-L

Hello all:

This is a newbie question, I know.  I have several people trying to create
folders on the AS/400 from their PC.  They keep getting the message: Unable to
create folders, access is denied.  It used to be anyone in our IS dept. could
create folders, but not now.  It must be a Client Access issue.  I just can't
find any info on giving them access.

I would apprecccciate any suggestions anyone can offer.
