What do you mean it corrects them?  Its not going to delete all spool files
is it?

Try this:

Signon as QSECOFR, or other user with *ALLOBJ authority.

CALL  QSPFIXUP

The length of time it takes to run is dependant on the number of spool
files on the system, not just the job with the 'FIN' spool files.  
This program checks the status of each spool file on the system and
corrects them where necessary.

See if this makes those 'FIN' spool files go away.
